Activation reason:
Hurricane Fred reached the Cape Verdean archipelago on 31 August 2015. Fred was expected to produce total rain accumulations of 4 to 6 inches over the Cape Verde Islands, with possible isolated maximum amounts of 10 inches.

These rains could have produced life-threatening flash flooding and mudslides. Chances of mudslides on the islands of Sao Nicolau, S. Vicente and Santo Antao were predicted to be particularly high as these areas feature steep and elevated terrains.
