The Global Covenant of Mayors for Climate and Energy (GCoM) is the largest dedicated international initiative to promote climate action at city level, covering globally over 10,000 cities and in the European Union almost half the population by end of March 2020. The methodology and the general approach for the data collection can be found in Bertoldi et. al. 2018. Guidebook: How to develop a Sustainable Energy Climate Action Plan (SECAP). (2018) doi:10.2760/223399.
