The scope of the service request EMSN-066 is to delineate the extent and assess damage of 9 to 11 January 2020 flood event, in South-East Iran. As predicted by Copernicus EMS service GloFAS, days of heavy rain from 9 to 11 January 2020 caused severe flooding in southern Iran, in Sistan and Baluchestan, Hormozgan and south of Kerman provinces. Flooding has blocked roads and damaged houses, bridges, crops and infrastructure. Dozens of areas have been left isolated after roads were damaged or blocked. The results of this activation relate to service activation by DG ECHO – ERCC, on behalf of the Iranian Space Agency, in order to obtain data for evaluating the overall impact of this recent flood, for better planning and budgeting the recovery phase.This activation is complementary to CEMS RRM Standard activation EMSN067 (https://emergency.copernicus.eu/EMSN067).Multitemporal optical and radar Earth Observation data, consisted of pre-event and post-event Sentinel-1 and Sentinel-2 that covered the southern coast of Iran and as defined in the 3 Areas of interest, were used.Proposed solution and resultsProduct 1: Flood delineationFlood extent and delineation derived from pre and post-event satellite images using a semi-automatic approach combining optical and SAR data from Sentinel-2 and Sentinel-1 respectively.The workflow consisted on three steps:1) Extraction of the initial flooded areas from Sentinel-1 data,2) Calculation of NDWI using Sentinel-2 data and,3) Final delineation of the flooded areas by SAR & Optical Data Fusion Product 2: Change detection of reservoirs and damsDelineation of the observed changes in surface extents of the reservoirs and dams within the flooded areas. The changes were mapped using the post-event Sentinel-1 & Sentinel-2 images through semi-automatic procedures and manual photo- interpretation refinements.Product 3: Flood damage assessmentMapping of the damaged assets, population and Land Cover Land Use (LCLU) using semi-automatic procedures on the post-event Sentinel-2 Imagery. Affected areas are graded in three classes of damage from No Visible Damage / Possibly damaged / Damaged / Destroyed.
