CEMS Risk and Recovery Standard was activated on behalf of the City of Zagreb (Office of Emergency Management) with the objective of assessing damages related to the earthquake that hit the area of Zagreb (Croatia) on the 22 March 2020. Preliminary reports and information coming from the area indicated heavily damaged roofs and assets in the City centre.The products generated in the framework of this activation aim to provide an updated reference dataset over the city of Zagreb, a detailed damage assessment on roofs and chimneys following the earthquake, and a reconstruction monitoring one month later.Proposed solution and resultsAn up-to-date reference dataset (i.e. buildings, facilities, transportation) over the City of Zagreb and produced from two pre-event optical VHR satellite images acquired in 2019 (image below).Detailed damage assessment based on the visual interpretation of post-event drone footage and optical VHR satellite images (on 03.04.2020 and 06.04.2020 respectively). Examples of damaged buildings are shown in the image below.Reconstruction monitoring performed one month later, from a second post-event optical satellite image acquired on 04.05.2020. Examples of reconstruction status for damaged buildings are visible in the image below.
