Description

This dataset takes into account a broad variety of framework conditions for the creation and growth of firms in the European Member States, including entrepreneurial culture, access to human capital, support initiatives for knowledge creation and networking, market conditions, availability of sufficient and appropriate finance, prevailing business regulations and the quality of the supporting infrastructure.

A set of two composite indicators - i.e. the Entrepreneurship and Scale-up Indices (ESIS) - have been constructed to facilitate the comparison across Member States. In addition, a set of sub-indicators used to compute the ESIS is included. The sub-indicators for each index includes: entrepreneurial culture, access to human capital, support initiatives for knowledge creation and networking, market conditions, availability of sufficient and appropriate finance, prevailing business regulations and the quality of supporting infrastructure. The reference year is 2016. All indicators are at the country level.   • Entrepreneurship is a major driver of economic development as it provides the building blocks for job creation and innovation, leading to substantial improvement in human welfare. This dataset includes the 2016 edition of the Entrepreneurship and Scale-up Indices (ESIS) and its underlying sub-indicators taking into account a broad variety of framework conditions, including entrepreneurial culture, access to human capital, support initiatives for knowledge creation and networking, market conditions, availability of sufficient and appropriate finance, prevailing business regulations and the quality of supporting infrastructure. As such, ESIS provides a working tool to monitor and benchmark EU Member States in creating a business-friendly environment that can foster both the creation of firms and their growth trajectories.

    This report contributes to a better understanding of the framework conditions that are conducive to the emergence and the growth of entrepreneurial activities in Europe. It takes into account a broad variety of framework conditions, including entrepreneurial culture, access to human capital, support initiatives for knowledge creation and networking, market conditions, availability of sufficient and appropriate finance, prevailing business regulations and the quality of the supporting infrastructure. For each of these framework conditions, the underlying components that affect respectively the creation and growth of firms are identified in the prevailing entrepreneurial literature. A set of two composite indicators – i.e. the Entrepreneurship and Scale-up Indices (ESIS) –have been constructed to facilitate the comparison across Member States. As such, this report provides a working tool to monitor and benchmark EU Member States in the creation of a business-friendly environment that can foster both the creation and the growth trajectories of firms.
