The Global Covenant of Mayors for Climate and Energy (GCoM) is an international initiative for climate action at city and municipal level. The GCoM datasets present a comprehensive collection of action plans and monitoring reports that have been directly uploaded by local authorities to the MyCovenant platform. It includes cities from the European Union, EFTA countries and the UK, Western Balkans, Eastern and Southern EU neighboring countries, and the rest of the world.

These datasets provide a succinct summary of a sample of local efforts being made worldwide by GCoM signatories towards climate change mitigation, adaptation, and energy access. For their publication, the JRC develops a reproducible quality-harnessing process, ensuring their (re)usability and interoperability with other compatible data sources, having a high potential impact on research and policy-making.

Data access

Excel XLSX

XLSX is the default file format for Excel 2007 and later workbook used for Microsoft Excel spreadsheet which features calculation, graphing tools, pivot tables and a macro programming language. XLSX is in reality a ZIP compressed archive with a directory structure of XML text documents.

Downloadable file

A downloadable file for the dataset.

Use conditions
Creative Commons Attribution 4.0 International

CC BY 4.0 lets others distribute, remix, tweak, and build upon the author’s work, even commercially, as long as they credit the author for the original creation. This is the most accommodating of licences offered. Recommended for maximum dissemination and use of licenced materials.

Access conditions
No limitations

Anybody can directly and anonymously access the data, without being required to register or authenticate.

  • Identification and description of the signatories. It includes the key IDs: organisation_id which allows relating dataset df1 with datasets df2 and df3, and gcom_id which allows identifying a city in the GCoM eco-system. It also includes a summary of all the key_IDs that are necessary to navigate through the files: df1 (signatory organisations), df2 (action plans) and df3 (monitoring reports).
